How to evolve Cottonee
To evolve Cottonee into Whimsicott, all you need to do is give your Cottonee a Sun Stone. This will evolve your Cottonee into a Whimsicott, which is the final form for Cottonee.
There is no other way to evolve your Cottonee, unfortunately. So you can level it up all you want, but without the Sun Stone evolution item, your Pokémon will remain in its unevolved form.
How to get a Sun Stone
Sun Stones can be picked up around the Coastal Biome of Terarium. You can also find one by the West Province Area One Pokemon Center in Paldea if you’re having trouble getting it in Terarium. Head to the Pokémon Center and go North until you see Giacomo’s Team Star Base, and pick up the Pokéball on the ground. This will contain a Sun Stone.
Unlike several other evolution items in Indigo Disk, the Sun Stone unfortunately cannot be bought from the School Store at Blueberry Academy. You’ll need to find one in order to get your hands on it.

Most players will pick up a Sun Stone while completing the storyline of Pokémon Scarlet & Violet, either by completing the Sunflora Hide-and-Seek gym test or by picking up sparkling Pokéballs on their journey.
Once you successfully have the stone, head into your inventory and find the Sun Stone on your item list. Use it on your Cottonee, and it will immediately evolve into Whimsicott.
