Does The Finals have SBMM (skill-based matchmaking)

The Finals does use a form of SBMM. This has been confirmed by Embark Studios in a Steam post, detailing the information in the 1.2.3 hotfix. In the post from December 2023, the devs say: “We’ve made some changes to our skill-based matchmaking to ensure better-quality games… You should find yourselves in slightly closer matches”.

If this is the case, you will notice that low-skilled people are typically grouped in the same match. While it can be difficult to balance, our experience in The Finals is that we have won a few games in a row and then lost. Whether this is due to skill level is debatable, making it notoriously hard to figure out.
