The prologue of Greedfall 2: The Dying World is on the linear side - you're given some pretty specific and basic quests to complete that have few branching options, and the Lake Area is quite a small region to explore. That said, there are some quests to tackle if you're dedicated to talking to everyone.

Where To Find Gobannon
Your first port of call on this quest is to find Gobannon, the craftsman who was supposed to craft the present for Armal and his chief. You can find Gobannon in the centre of the village, searching through the water in the lowered area. You'll then decide to ask around to see if anyone knows who stole the scales.
Speak to Carmag, who can be found slightly to the north of Gobannon, and he'll let you know about Vlann, who seems to have stolen the scales and works in the mine.
You'll visit the mine as part of A New Evil, one of the main quests in this part of the game.
Where To Find Vlann In The Mine And Get The Scales
CloseOnce you've managed to enter the mine as part of A New Evil, you can find Vlann once you reach a fork in the path through the mine. You'll find Vlann on an island in the middle of a pond, accessible with a bridge.
Approach Vlann to enter a conversation in which you realise he's not in the right state of mind. He is in possession of the scales but refuses to give them up to you through any peaceful method. You can attack Vlann and kill him to be able to loot the scales, but this will harm your relationship with your party members.
It is also impossible to steal the scales from the chest by sneaking past Vlann.
If you want to get the scales peacefully, after speaking with Vlann and trying every method of getting the scales peacefully, return to Gobannon in the village and tell him about Vlann. With this done, find Toflan and speak to him about the situation. If you've learned about the quicksilver in the mines through the A New Evil quest, you can bring this up. Otherwise, you can only speak about Vlann's desire to be a doneigad.
Return to Vlann in the mines and ask him if he's a doneigad. This will get Vlann to leave the mine peacefully, and you can then open the chest behind him to get the golden scales.
Returning The Scales
Whether you dealt with Vlann peacefully or violently, return to Vegashvar and return to scales to Gobannon in the centre of the village. You'll immediately be given the statue which you can give to Armal back at the Visitors' House.
For completing the quest, you'll get a chunk of experience and the Autumn Bow, which is identical to the starting bow that archery characters like Nilan will have, but comes with a boosted critical hit rate.
