Though only one character's return is loud and clear, anyone and everyone could show up in this long-awaited continuation.

10 Varric Tethras
Thedas' Best-Selling Author
Someone has to be around to write the story down and tell everyone, embellishment or no. That someone is Varric, the dwarven author of Hard in Hightown and several other stories pertaining to himself and the Dragon Age heroes. In addition, he's the voice of the Dragon Age Keep and the endings of Dragon Age 2 and Inquisition.
What sort of state Kirkwall will be in remains to be seen, but you can be sure that Varric will jump back into action, with very few questions asked. Of course, everyone is just as excited to see Bianca the crossbow once again, too. It's likely that he won't have the time to be a companion, but there's still hope he'll be there.
9 The Grey Warden
Hopefully They Survived This Far
In Dragon Age: Inquisition, we got to see the return of Hawke, the player character from Dragon Age 2, as an important part of the story. Though their appearance is brief, it was still exciting to meet a character you made with your own hands and saw through trials and troubles until the very end. Even if you were running with a fresh game and a default Hawke, the way the story ties in the previous game is awesome.
If you played Dragon Age: Origins, you created your very own mage, rogue, or warrior Grey Warden. This Warden got a brief mention or two from Varric in Inquisition, but was a no-show for an appearance among the game's heroic cameos. Perhaps a new apocalypse might stir them into action.
8 Anders
Cat Dad Under A Lot Of Stress
Not much is known about what happened to Anders after either ending of Dragon Age 2. Even Varric, the keeper of the lore, isn't sure what he's been up to since the last big finale. A nervous, good-natured mage who loves cats, Anders has a lot of fans in the Dragon Age community despite his faults.
With any luck, Anders has found his way back to Kirkwall and is doing okay, with his buddies Varric and Hawke watching over him. Maybe by the time Veilguard comes out, he'll be feeling a lot better and ready to rejoin the fight for the fate of Thedas once again. So long as he's managed to reign in the whole spirit possession thing.
7 Iron Bull
It's 'The' Iron Bull, Actually
Everyone's favorite Qunari, Iron Bull, was a huge part of Dragon Age: Inquisition as the leader of the Chargers and a diplomat belonging to the Ben-Hassrath. He is as fierce as he is large, and his crew and friends hold very special places in his heart.
Getting to see Iron Bull once again in Dragon Age: The Veilguard will warm the hearts of Qunari fans everywhere, and he's got a lot of reasons to appear. Whether he's a member of the Inquisition, or he's still representing the Qunari, he's got a lot of work to do.
6 Morrigan
The Witch Of The Wilds
Morrigan is one of the most potentially variable characters in Dragon Age, with wildly different outcomes that could have occurred across your saves. There are several different Morrigans you can end up with by the end of Inquisition, but one thing is clear: Morrigan and her mother, Flemeth, are going to play a huge role in Veilguard.

5 Krem
Effortlessly Cool At All Times
Cremisius Aclassi is Iron Bull's right hand man in the Chargers, a tough warrior who doesn't back down and gets the job done. If you played your cards right as the Inquisitor, Krem stuck around to lend a hand to the Inquisition and to stay beside his boss and best friends.
There's a huge possibility that we'll get to see Krem again in Veilguard. After all, Thedas is always full of danger, and danger is right where the Chargers head first. There's always someone to be saved and heroes to be helped, and you can bet Krem and the rest of the Chargers will be right there to do it.
4 Dorian Pavus
The Most Charismatic Necromancer Ever
You either love him or you hate him, and that's exactly what he wants. Dorian, the witty and abrasive mage from Tevinter, appears as a valuable member of the Inquisition. Though it takes him some time to warm up to everyone, he is loyal to the Inquisition and its mission.
Dorian's high status in most endings of Dragon Age: Inquisition puts him squarely in place to be featured in Veilguard, regardless of how in touch with the Inquisition itself he still is. Judging by the story so far, it doesn't matter if you romanced Dorian, set him up with Iron Bull, or ignored him completely. He's going to be showing up to deal with this mess.
3 Merrill
Well-Studied And Strong
Merrill's study of Eluvians, the magic elven mirrors used to cross the Fade, enter the land of the elves, and transport oneself great distances, sets her up to be essential in Dragon Age: The Veilguard. Though the Eluvian storyline in Inquisition was led by Morrigan, we did get a few mentions of Merrill and her work, along with an extra bit of info if she's married to Hawke.
Aside from being important to lore, Merrill is a popular enough character to make a big comeback in Veilguard. We may not have gotten to meet her as the Inquisitor, but there's still a chance she'll cross paths with us again.
2 The Divine
Freshly Ascended To Divinity
Whoever she was before, she's Divine Justinia, now. Everyone who played Dragon Age: Inquisition is excited to see their choice of divine ascendant and what she's been up to. The Divine plays a big part as the leader of the chantry and the voice of Andraste.
The epilogue of Dragon Age: Inquisition leaves a lot of variables for Divine Justinia, regardless of who the Inquisitor helped choose for ascendancy. It's very possible that this choice could affect the beginning of Veilguard, as each Dragon Age game is dependent on the choices from the previous ones.
1 The Inquisitor
'Tis But A Scratch
Time has passed since the wrath of Corypheus, and many Inquisitors made a promise to return when they're needed. Of course, the Inquisitor also holds a vault of knowledge that the main character of Veilguard, presumably, won't be privy to. While they likely won't be a fighting companion, they're still integral to the ongoing story.
Whether the Inquisition still stands in your universe, or the status quo has been upended entirely, it's almost guaranteed that we'll be seeing our Inquisitor once again in Dragon Age: The Veilguard. After all, it was the Inquisitor and their friends that helped set these events in motion to begin with.
