PenguinPlug is a program to enhance the game in a fair way, it adds some features that most of you probably know about already, like Replay With Text (save the messages you type or receive in game to the replay) or Auto-Replay Saver (so you will not have to regret skipping the "save replay" button in a furry to get away of this "defeat" screen.
This version does not bring any huge improvement except the fact that it works for the 1.13 patch that Blizzard released last week. Each version of PenguinPlug only works with the particular Starcraft version that it has been made for, and must be partially reprogrammed with every Starcraft patch.
An other interesting development is that, WGTour's webmaster, Ilintar is now programming new features into the PenguinPlug code, you will know about his project when he will be ready to announce it, be patient.
The home site of the PenguinPlug will give some more details about the features, in particular the readme text file is published and has been improved with aditional screenshots. Feel free to contact me or to leave some message in comments but do not forget to read the FAQ first.

The PenguinPlug has been updated to work with the newest Battle.net 1.13 patch. No major changes this time, but some future interesting developments might occur in the near future thanks to the work of WGTour's webmaster, Ilintar.
