Covent Garden settlement
Start at the entrance to the Eastminister slums then follow the road directly east. You should have a map marker for Trafalgar Square from the intro quests. The Eastminster slums are next to the market. Once you’re in the Slums, spot the chem dealer vendor on your left after a few scrap walls then a big gate on the right that leads you into Covent Garden. You can find the settlement workbench nearby There’s no quest to access it, but you have to kill all the hooligans present. If you’re struggling to follow that route, head west from the Monument and the Strand, which you visit as part of the main storyline with the Ferryman.

Travel northeast of the Vauxhall’s Construction Site settlement location to a Flak Encampment. From the western side of the Flak, you can find a broken townhouse with a gap to a small area. Alternatively, you can find the Flak Encampment south of the Imperial War Museum, the main HQ for the Tommies faction.

Vauxhall is directly opposite the river from Westminster in the southwest of the map. Westminster is the large walled-off fortress you can see on the map on the northern and western side of the river. Head south of the Vauxhall swamp (the part of Vauxhall closest to the river) to find the construction site. There’s no quest to unlock it.
