Cities Skylines 2 policies and how to implement them
Cities Skylines 2 has three kinds of policies: city, district, and building policies. City-wide policies can be accessed by clicking the city icon next to the demand graphs and heading to the City Policies submenu. District and building ones can be found when you pick them on the map. These let you modify policies across various degrees.

City policies
These are implemented city-wide and require certain milestones to unlock. Here are the city policies in Cities Skylines 2:
- Taxi Minimum Fare – A minimum charge is applied for each taxi ride irrespective of distance. This is added to the fare based on the actual distance traveled so you can use this to discourage or encourage taxi use.
- Pre-Release Programs – Prisoners are added in educational programs before they are released from prison to reform them. This helps them return into society and reduces the likelihood of crimes again, improving your city.
- Advanced Pollution Management – Industrial filters reduce air and ground pollution in industrial zones, but produce more garbage in your city.
- City Promotion – Advertising increases the city’s Attractiveness, which brings in more tourists and thereby more revenue. This also increases the crime rate around touring attractions so be careful.
- High-Speed Highways – Picking this removes highway speed limits. Traffic flows faster but noise pollution increases across the city. This also means that traffic accidents are slightly more likely.
District policies
These can be applied manually to each district. Here are the district policies in Cities Skylines 2:
- Energy Consumption Awareness – Citizens are advised to pay attention to their use of electronic devices in their locality. Electricity consumption is reduced by 5% after implementation.
- Recycling – Citizens in the area are encouraged to recycle their waste. This lowers the amount of used resources but decreases their free time.
- Roadside Parking Fee – A fee is charged for parking on the roadside instead of designated parking spaces. The cost of parking can be adjusted.
- Speed Bumps – This reduces the speed of vehicles driving within the district. This lowers the chance of accidents and brings noise pollution down significantly for your citizens.
- Heavy Traffic Ban – Trucks and other heavy vehicles are forbidden from entering the district’s localities. This reduces noise and air pollution and can help with traffic congestion. Note that highways remain unaffected.
- Gated Community – Only people living or working within the district are allowed inside. This increases the well-being of its residents and reduces crime. Note that this does not affect City Services.
- Combustion Engine Ban – Fuel-burning vehicles are forbidden from entering unless they belong to district residents or businesses in the city. This reduces noise and air pollution.
