In an interview with Sonic Stadium, Sonic Team head Takashi Iizuka --- often referred to as the 'father' of Shadow --- said that the developer has a good relationship with IDW Publishing, the comic book juggernaut behind TMNT, Godzilla, and of course, Sonic the Hedgehog.

"I do work closely with the team at IDW when they're making their new characters, and really making sure we're having lots of fun in making really good characters," Iizuka said, as translated by an interpreter.
"And I know in the mobile games we have released---or will release---the IDW characters. So as far as the potential future of IDW characters appearing in games, hopefully, there's a good chance."

Some of the fan-favourite characters from IDW that you'll see crop up time and time again within the community are Rough and Tumble and Starline.
Doctor Starline is an evil platypus scientist who helped restore an amnesiac Eggman's memories, becoming his apprentice and later attempting to conquer the world for him to get in his good books- #justsupervillainthings. But as with any good story about an evil villain and their underling, the underling's ego skyrocketed until he believed he was superior to Eggman and capable of ruling the world himself.
Rough and Tumble started out as villains masquerading as heroes, helping a town fend off an invasion only to turn around and enslave its inhabitants. They aren't quite world-domination level, but they're brilliantly evil in their own right.
We're constantly butting heads with Eggman, who has even been the main antagonist of all three Sonic films, so it'd be interesting to spruce it up with some lesser-known villains, and IDW comics is rich with a cast of no-do-gooders just waiting to make the leap.
