Though New Game Plus doesn't have any exclusive Personas to receive or carry over, you'll be allowed to create your perfect strategy. Sadly, this process leaves a lot of Personas unused, and some left locked away and hidden due to your choices of social links. So, how about we take a look at the best Personas which often lie just out of reach initially, but are easier to get in New Game Plus?

This list only focuses on Personas that can be obtained in the game and not the DLC Personas you can purchase.

9 Metatron

Aigis’ social link is the key to unlocking this powerful Angel of Contracts. The ease of the start of Aigis’ social link isn’t the road bump of having him in your party. No, it’s getting the rest of your angelic figures together that proves tricky as you'll need:

  • Uriel, Level 57
  • Raphael, Level 60
  • Gabriel, Level 62
  • Michael, Level 70

Considering that you’ll only have from January 8 until the 31 to max her social link out, this may turn you off from pursuing it. However, it’s worth it for Metatron.

Once you’ve gained Metatron in your arsenal, he brings with him God’s Hand, a physical move that does massive damage to a single target, as well as providing an immunity to all attacks except almighty, if you fuse him right.

8 Scathach

Once you unlock her, she isn’t hard to fuse for, other than being at level 75. Though strong, her skill set lacks any unique moves to make her stand out from other Personas.

7 Vishnu

One of the lesser utilized Arcana social links, the Sun hides both one of the best social link stories in the game and some powerful Personas to boot. Vishnu is a powerful warrior who wields a lot of physical attacks, such as Akasha Arts and the infamous God Hand, but that pales in comparison to his true power: Salvation.

Following the themes of peace and hope from the Social link, Vishnu is a powerful healer with the spell Salvation you receive at level 86. Salvation can fully restore the party’s HP and fully cure any ailments that they have. It’s got a high cost but can get you out of any pinch you are in.

6 Asura

What is the sun but absolute power? Asura are seekers of power greater than their own, and they’ve found it in you. Because of that, he requires a lot of extra summoning before calling him forth. A special fusion, Asura’s high cost requires five Personas:

  • Rakshasa, Level 15
  • Girimehkala, Level 39
  • Bishamonten, Level 60
  • Qitian Dasheng, Level 67
  • Atavaka, Level 72
  • Vishnu, Level 78

Just simply performing his fusion is a show of strength, considering some Personas on this list require complex, special fusions of their own. After all is said and done, all your savings and in-game money may well vanish with this task.

So, does he come with? Well, aside from the usual heavy hitters in the late stages of the game (Akasha Arts, God’s Hand, and the like). Asura’s the only Persona in the game that comes innately with the passive skill Unshaken Will, which protects the user from all mental ailments.

5 Lucifer

Probably the most infamous demon on the list, Lucifer comes with a great cost. As with most special fusions, Lucifer requires five other Personas to be sacrificed to add him to your party:

  • Samael, Level 41
  • Abaddon, Level 76
  • Beelzebub, Level 81
  • Satan, Level 82
  • Helel, Level 88

That’s okay because after the dust settles, you have yourself a powerful spellcasting Persona with strength in fire, wind, and ice while having no weaknesses to exploit!

Each of his elemental attacks, Inferno, Panta Rei, and Diamond Dust, does massive damage to singular targets, but he also comes with the ability to learn Megidolaon and Black Viper, both dealing massive Almighty Damage. A high-cost, high-reward fighter, be sure to manage your SP when bringing him out.

4 Thanatos

Thanatos is a force to be reckoned with. Even at the beginning of the game, he makes his initial entrance by breaking out of the body and mouth of Orpheus before laying waste to the shadows attacking you and Yukari. To bring him to life, you’ll need to have the following Personas ready to throw onto the pentagram:

  • Loa, Level 33
  • Pale Rider, Level 23
  • Samael, Level 41
  • Mot, Level 58
  • Alice, Level 68

And boy, does he come with some serious power! His magic is very dark-based, and most will build him with one or two spells and throw the rest of the slots to passives that make him an unstoppable force of nature. When you’re making your ultimate team for New Game Plus, he is an easy choice and more than worth the effort.

3 Messiah

Despite the power and popularity of this final Persona, Persona 3 is the first game Messiah appears in. An obvious nod to the protagonist’s rise from a listless introvert to the literal savior of the world. The fusion recipe heavily leans on this by only requiring the sacrifice of Orpheus and Thanatos to call forth the messiah.

He comes equipped with the usual powerhouse spells, Megidolon and Salvation, but his passives regenerate both HP and SP at the same time. It’s rare to get a Persona with both innate to their growth. If you’re willing to farm for the parts and cash, Messiah can be used to make Aigis the best armor in the game.

2 Alice

Don’t let the lower level of this powerhouse fool you, Alice can wipe the floor with any enemy she comes across with not much more than a simple phrase. Her special Fusion cost is comparatively low, with the lower tier Personas she needs to be summoned with:

  • Pixie, Level 4
  • Lilim, Level 13
  • Narcissus, Level 25
  • Titania, Level 55

This low-cost threshold makes her ideal to carry over into a new game plus. As mentioned before, Alice comes equipped with her unique skill, the aptly named Die For Me!, which can instantly kill a whole enemy party if successful.

1 Orpheus Telos

A true representation of the bonds you’ve made on your journey exploring Tartarus and the secrets surrounding its mysterious origins. You aren’t able to unlock him for fusion without seeing your friends (and social links) through with their problems and becoming a good friend to every one of them. Once you do that, you’ll need these Personas to fuse:

  • Thanatos, Level 78
  • Asura, Level 85
  • Chi You, Level 86
  • Metatron, Level 87
  • Helel, Level 88

Once you have him available, you’re able to customize him to your specifications due to only coming with one innate passive skill, Victory Cry, which completely refills your HP and SP after each battle. Orpheus Telos doesn’t come with any weaknesses, making him the perfect tank and protector of the protagonist.
