The North Hebra Mountains Crystal is a shrine quest in the Legend of Zelda: Tears of the Kingdom. Completing this quest unlocks the Sisuran Shrine, which is a Rauru's Blessing shrine.

The reward is one piece of Sapphire and a Light of Blessing. The former might not be worth the trouble, but the latter certainly is. You can find this shrine and the crystal you need to bring to it in the northern part of the Herba Mountains. It is on the lower side past the cliffs, which you can easily reach from the Wind Temple in the sky.
North Hebra Mountains Crystal Location
To find the shrine, teleport to Kahatanaum Shrine or Mayaumekis in the sky. Look at your map to see where the edge of the Hebra Mountains is and aim to go northeast.
If you're gliding the right way, you'll come to a landing spot that has a cave – specifically, this is the Pikida Stonegrove Northwest Cave – and suspicious-looking crystal resting on an icy rock.
The exact coordinates for the crystal are -2657, 3282, 0245
You shouldn't approach the crystal.
Instead, you should start things off by knocking an arrow and attaching a Fire Fruit to it.
Blast this into the crystal or the rock to reveal the crystal is attached to a Frost Talus.
How To Beat The Frost Talus
CloseFrost Talus' are nasty enemies in TOTK. You need plenty of fire fruits to throw or attach to your arrows.
You could choose to keep your distance and snipe it from afar, but you will go through your bow durability faster than you can kill it.
Use fire fruit on your arrows to remove the ice it is covered in and this will stun it, letting you climb on top.
Climb on and get in some hits with your strongest weapon.
it will freeze you if you're there for too long and then it will throw you off.

Kill the Frost Talus and pick up the crystal. The Shrine Quest North Hebra Mountains Crystal will trigger and the crystal will show you the way to the shrine.
Sisuran Shrine isn't hidden in a cave anywhere, it is simply out in the open near the foot of the mountain.
If you follow the crystal's direction, you will see that it is a simple straight line from the Frost Talus to the shrine.
We suggest killing the Talus first so you can easily find your way to the cave without getting lost.
Following a fixed, green straight line is easier than guessing which way you should go.
Sisuran Shrine Rewards
Like the other Crystal Shrine quests, Sisuran Shrine is another Rauru's Blessing. You know the drill by now. Make your way up the steps and claim your reward in the chest.
Open the chest for a truly, spectacularly disappointing single Sapphire.
Grab the Light of Blessing and be on your way to greater, more appropriate rewards for the champion of Hyrule.
