You directly control this missile as it falls from the sky. Once you have access to this, each Scud missile launcher is easy to take out from afar.
Just pinpoint its location with the Spy Cam or at least get an approximate feel for where it is. Then, call in the missile and easily direct it to the Scud launcher to take it out in one fell swoop. You won't even trigger an alert since the guards still have no idea where you are.
