Available from the beginning of the game, Owen is the owner of the Blue Moon Saloon, which he tells you he inherited from his dad. The restaurant itself has been around since the town's inception, and you'll often hear Owen telling tales from back then.
Though he's only listed as being friends with Grace and Justice (in addition to your builder, once you've built your relationship with him), Owen is described as "being on a first-name basis with everyone" on account of his job.
A fan of fishing, cooking, and the arts, you'll often find Owen hosting various shows and events at the Blue Moon Saloon.
What Are Owen's Relation Perks?
Since he's the owner of the best (and only) restaurant in town, Owen's perks relate to the Saloon. As Owen and your builder grow closer, he'll offer progressively better discounts.

In terms of which gifts Owen gives you, he tends to lean toward cooked dishes, diamonds, and Power Stones, depending on how close you two are.
Where Can You Find Owen In Sandrock?
For the most part, Owen hangs out at the Blue Moon Saloon, typically behind the counter on the right side of the restaurant.
Though the place does indeed get pretty lively, that doesn't seem to stop Owen from joining you for hang-outs or dates if you ask him mid-shift - he'll readily follow you out of the restaurant.
When he's not inside his establishment, you'll often see him on the stage just outside the Saloon, outside City Hall in the open area in the center of town, or strolling around the Oasis.
Does Owen Have Side Quests?
When you first begin befriending Owen, he'll ask you for small odd and end items, but once you unlock the gardening mechanic, Owen's side quests open up considerably.
As the owner of the Blue Moon Saloon, Owen likes the chance to offer fresh produce at his restaurant, and he'll ask you to grow set quantities of certain crops for him.
He's usually fairly lax on the deadlines, asking for them by the end of the week. These requests work differently than regular commissioned tasks and fall under the blue side quests category instead of the green commissions one.
Completing them will not only yield plenty of reliable Gols, but consistent relationship points with Owen for the work.
You'll also gain a good number from mainline story missions, as Owen tends to be present for a good number of them.

Even though they don't net the highest number of points, Owen tends to react pretty favorably to most cooked dishes, as well as the Masterpieces at Logan's hideout.
Gifts To Avoid Giving Owen
While there aren't gifts Owen will outright refuse, unlike some of the other romance options in My TIme at Sandrock, there are several things he dislikes or hates receiving.
Any kind of scrap you give to Owen will result in you losing either two or three relationship points with him. Additionally, he hates trash and Venom, with each resulting in five total relationship points lost.
