The Economic Victory stands out as one of the four primary Victory Conditions in Civilization 7, particularly attainable during the Modern Age. Unlike other victory paths that require different strategies—such as completing Space Race projects or capturing opponents’ settlements—the Economic Victory hinges on building a thriving trade empire and amassing Railroad Tycoon Points.

To dominate economically, players must focus on establishing Rail Stations and Factories. A swift and efficient construction of these structures, while accumulating Factory Resources and connecting Cities, forms the backbone of your strategy for achieving Economic Victory in Civ 7.

Rush Industrialization & Mass Production

As you enter the Modern Age, it’s crucial for players to accelerate the research of both Industrialization and Mass Production Technologies. Starting with a solid foundation in the Exploration Age by pursuing the Scientific Legacy Path can give you a significant head start, enabling faster technological advancements once you transition to the Modern Age.

Efficiency in producing resources is vital. Focus on:

  • Maximizing Production levels in your settlements to facilitate quicker construction of essential buildings, such as Rail Stations and Factories.
  • Utilizing Influence to expand your Trade Routes and dispatch Merchants to secure Factory Resources globally.

While you cannot utilize Factory Resources until your cities meet specific prerequisites, you can stockpile these resources for later use, enabling a rapid expansion of your economic capabilities.

Crucially, amassing considerable Gold is indispensable. A wealth of Gold allows for the conversion of Towns into Cities and the instant upgrading of those Cities, thus integrating them into your trade network efficiently. In the Modern Age, effective strategies to enhance your Gold income include:

  • Assigning Specialists to high-yield Gold tiles and implementing Social Policies that boost these yields.
  • Adopting additional Social Policies and Economic Attributes that provide percentage-based enhancements to Gold revenue.

Build Rail Stations & Factories

Focus on erecting Production buildings, advancing your Science output, and successful economy-building until you achieve Industrialization. This milestone unlocks Rail Stations, a crucial element in generating Railroad Tycoon Points.

Once you unlock Industrialization, prioritize building Rail Stations in every City. Each city equipped with a Rail Station will connect to your Trade Network, thereby qualifying for Factory Resource points.

A special note: cities located across water must be Coastal Settlements with a Port, in addition to possessing a Rail Station, to access your Trade Network.

Upon unlocking the Mass Production technology, your path to Economic Victory becomes clearer as you gain access to Factories. Factories can only be established in Cities with a Rail Station, and their completion will facilitate the slotted Factory Resources essential for earning Railroad Tycoon Victory Points.

How To Get Railroad Tycoon Victory Points

The milestones for achieving Railroad Tycoon Victory Points are as follows:

  • Economic Victory Milestone One: 150 Railroad Tycoon Points
  • Economic Victory Milestone Two: 300 Railroad Tycoon Points
  • Economic Victory Milestone Three: 500 Railroad Tycoon Points

After constructing a Factory and a Rail Station in a City connected to your Trade Network, the Factory Resources assigned will begin generating Railroad Tycoon Victory Points every turn. However, keep in mind that each City can only specialize in one type of Factory Resource.

For example, a City with 3 Fish and 2 Tea will yield points based solely on the highest number of a single Resource slotted—in this case, 3 Railroad Tycoon Points per turn. While the Tea still contributes to Science, those 2 Tea will not count towards Victory Points.

Thus, it’s essential to compartmentalize your resource allocation by ensuring that each City specializes in a single Factory Resource. This tactical approach allows for maximal point generation. For instance, if you have 12 Fish available, slotting all of them into a específico City with a Factory will maximize your points effectively.

Don’t forget that settlements not connected by land must be established on the coast and require a Port to join your Rail Network. The more Cities equipped with Factory Resources, the greater your potential for generating Railroad Tycoon Victory Points. Expanding your Towns into Cities and deploying your Gold to purchase Rail Stations and Factories will further enhance your point accumulation.

With patience and strategic planning, you’ll gradually accrue Factory Points per turn, eventually achieving the ultimate milestone: 500 Railroad Tycoon Victory Points. This accomplishment unlocks the final Economic Victory Condition in Civ 7: the establishment of the World Bank.

Final Economic Victory Condition: World Bank

Upon completion of the Modern Age Economic Legacy Path, a Great Banker will materialize in your capital city. The number of turns you have until your victory can be calculated by multiplying the total number of opponents by two.

The Great Banker possesses two vital abilities: “Travel To City”and “Activate Great Person”(to establish the World Bank). To secure your Economic Victory, your objective is to:

  • Select the “Travel To City” option, which highlights every Capital City in green.
  • Disregard your own Capital City, and navigate the Great Banker to one of the highlighted Capitals.
  • On the following turn, utilize the “Activate Great Person” ability to initiate the establishment of a World Bank Office in that Capital.

Hovering over the “Activate Great Person”function will display Capitals yet to receive World Bank Offices. Continue this process, traveling to each Capital and instituting World Bank Offices—a task that will take two turns for each Capital. Once you activate the Great Banker in the final Capital, a cinematic will showcase the construction of the World Bank, akin to the Wonder-cutscene experience.

Following the cutscene, the game concludes with a visual representation of London and voiceover narration by Gwendoline Christie, celebrating the economic supremacy of your empire. Congratulations, you will have achieved an Economic Victory in Civ 7!
