2014 All-Stars will take place in Paris.  The tournament will include an Invitational, featuring the top regional teams, and an all-star challenge, where two mixed region rosters will compete.  More details to be revealed in today's AMA.

Riot Games has been hard at work digesting feedback from last year's All-Stars event and will be implementing some interesting changes.  They revealed that this year's All-Stars will take place in Paris from May 8th to 11th, but the view of the Eiffel Tower won't be the only interesting alteration.

The main event will be the Invitational.  Instead of each region voting for their favorite players to comprise their regional roster, the tournament will feature the top teams from each region.  This means that winners or current first place holders of their respective spring split tournaments will face off to prove which region's number one is the best in the world.

Of course, that doesn't mean your vote doesn't count.  The second All-Stars event will feature games played between two mixed region teams.  Two teams will be formed with a player from each region based upon fan votes.  Not only that, but fan votes decide what kind of events will be featured.  Many questions remain, and the details haven't been completely released yet.  As such, Riot will hold an AMA on Reddit today at 10:00PDT/18:00CET.  Show up with your baguettes.  Speaking French is not required.
