For easier reading, we’ve divided the list according to crew types. Note that the tier ranking doesn’t reflect an absolute value, i.e., we may see a particular enforcer as S-tier, while for some players the same character will be S+ or A. This will depend on your style.

Mortar Car enforcers aren’t suitable for tier listing since there are only four of them: Doxxy, Mantis, Kitsune, and The Tsar. Suffice to say that all four are worthwhile additions to your roster.

Finally, let’s conclude with a brief explanation of the tiers. The S+ and S tiers consist of Enforcers you should definitely strive to have in your crew. A tier is also quite good, albeit it might be weaker than the previous two tiers. Finally, B and C tiers (where applicable) are less favourable Enforcers who will be useful only in particular situations.
