There are 85 perks in total in the vanilla version of Fallout: New Vegas. Since you can start unlocking and equipping perks beginning from level 2, you’ll end up taking your last possible perk at level 28. The final level 30 has no perks available for unlocking or equipping, as that’s practically the end of the game.
