Introduction to Clash of Clans Clan Capital Skeleton Barrels
Skeleton Barrels are available in the Clan Capital once the Skeleton Barrel Barracks is constructed. To unlock these barracks, the Balloon Lagoon district must be unlocked, which requires upgrading the Capital Hall to level 4 in Clash of Clans.
