If you want to change the weather in The Sims 4, you will first want to make sure that you have weather effects enabled. This is done by opening the options menu and going to the environment tab. Once there, make sure the weather effects option is enabled. This will allow weather effects to appear in every neighborhood except for hidden neighborhoods. These include areas such as Deep Woods and Sylvan Glade.
