To obtain the Dragon Cheer move in Pokemon Scarlet and Violet the Indigo Disk DLC, you need to beat Drayton in the Polar Biome. This means that you need to complete Drayton’s Elite Trial. Once this is done, you will be allowed to challenge the former champ.

This TM has the following effect: “The user raises its allies’ morale with a draconic cry so that their future attacks have a heightened chance of landing critical hits. This rouses Dragon Types more.”
Using this move during a double battle is great because it enhances the Pokemon’s partner’s critical hit chance. It works even better if the partner is a dragon-type Pokemon. There is also a secret bonus to this move.
If you teach Dragon Cheer to Dipplin, it counts as an evolution item. Dipplin originally evolves from Applin after receiving the Syrupy Apple. Once Dipplin has been taught this move, level it up and it will evolve into Hydrapple. Because of this, you should consider teaching the move to Dipplin since no other Pokemon evolves in this way and you only get one of this move.
