The only vehicles you cannot sell are high-end vehicles and sports cars as these are too hot and draw too much attention. You can sell any car from your personal collection no matter how pricey it may be.

How to sell special vehicles in GTA Online
If you want to sell special vehicles, you need to sell them at specific locations. For instance, the Oppressor Mk II is kept inside the Terrorbyte. Because of this, you can only sell the Oppressor Mk II while it is inside the Terrorbyte and you are editing it.
Other vehicles that are kept in special locations must be returned to the location where you edit them in order to sell them. Another example of this is Arena War Vehicles. They can only be sold in the Arena War Auto Shop.

You can sell vehicles at Los Santos Customs, Benny’s Original Motorworks, the Arena Workshop, or your personal auto shop property. If you don’t have the properties purchased, you can make do by going to the already-established auto shops in the city.
Keep in mind that there are some exceptions to this. For instance, Arena War vehicles can only be sold at the Arena Workshop. You can sell any car of yours at your Auto Shop. Other vehicles like the Oppressor Mk II. can only be sold in the area where you store it. Generally, any car that is purchased from Legendary Motorsport or Southern San Andreas Super Autos can be sold at Los Santos Customs or any other auto shop. It is also important to note that if you win the casino car, you cannot sell it for additional cash.
