This little critter is a survivor of Dalaran's destruction and is obtained by completing a short chain of requests for its NPC counterpart. As this NPC and request chain is considered a vignette, or world treasure, it will not appear in your quest log, but fear not; we're here to help you.

Where To Find The Dalaran Sewer Turtle NPC

To begin completing the Dalaran Sewer Turtle's requests, seek it out beneath a tree on a hill on the east side of Freywold Village. The turtle is nursing an injured Dalaran Sewer Rat who is sprawled out in the grass here.

With concern for its friend, the turtle will communicate what it wants you to find for the rat when you interact with it.

The Dalaran Sewer Turtle's Requests

Once you find the Dalaran Sewer Turtle and listen to its requests, you will need to bring it some fish for its injured rat friend. Initially, you will need to bring them five Dornish Pike, which can be fished up from the waters of the Isle of Dorn.

If you can't or don't want to fish for the fish, you can buy them at the auction house for fairly cheap.

After giving the turtle the Dornish Pike, it will indicate that you should come back later to help them more, giving the rat time to eat and begin healing. After ten minutes have passed, you can return to the duo to aid them more, and the turtle indicates that the rat needs more fish, but that its condition is improving.

This time, you simply need to bring one Goldengill Trout. This is a bit rarer type of fish, but once you give the duo it, the turtle indicates its gratitude and hope for the rat's healing.

How To Recieve The Dalaran Sewer Turtle Battle Pet

After all the fish are given to the critters-in-need, head to a small garden in northeastern Dornogal, where four turtles can be found seemingly listening to the fully-healed rat, who is standing on a small rock.

After interacting with the now-happy turtles, they will give you a battle pet version of themselves, the Dalaran Sewer Turtle, which will appear with a different colored bandana on it every time you summon it.

With the four bandana colors being red, orange, blue, and purple, the turtles' shared friend being a rat, and them all being from the sewers of Dalaran, this cute vignette and pet is a clear nod to the Teenage Mutant Ninja Turtles franchise.
