Of all the Confidants in Persona 5 Royal, the Strength Confidant — represented by the Velvet Room twins, Caroline and Justine — is arguably the most unique of the bunch. Rather than ranking up by spending time with them and throwing gifts at their faces at every opportunity, players must perform Persona fusions per their increasingly challenging requests.

A brand new romance option added to Persona 5 Royal, our guide walks you through all the steps required before you can finally romance Kasumi in P5R.
PostsBefore continuing with our guide, note that you can begin building up Persona 5 Royal's Strength Confidant at any point from 5/18 forward. Visiting the Velvet Room during Joker's free time prompts the Twins Confidant to suggest (more like demand) that he starts fusing Personas for them as part of his rehabilitation process. Completing their first task will unlock their Confidant in earnest, earning you some serious perks at the Velvet Room.

Persona 5 Royal Strength Confidant Abilities
There are plenty of great rewards for leveling up P5R's Caroline and Justine Strength Confidant, all of which tie into your activities in the Velvet Room in one way or another.

Rank One: Jack Frost With Mabufu
Necessary Persona
Created Through Fusion
How to Learn Required Spell
Jack Frost
- Saki Mitama and Succubus
- Apsaras and Mokoi
- Mokoi and Silky
Jack Frost learns Mabufu at level 11
The likeliest scenario right now is Saki Mitama and Succubus. For Saki Mitama, Jack-o'-Lantern and Bicorn must be fused, though there's a fair chance you've already done so before this request becomes available.
We recommend aiming to complete Rank One's request by the end of May to keep on track.
Rank Two: Ame-no-Uzume With Frei
Necessary Persona
Created Through Fusion
How to Learn Required Spell
Ame-no-Uzume
- Suzaku (level 16 or higher) and Berith (level nine or higher)
- Jack Frost (level 11 or higher) and Bicorn (level four or higher)
- Succubus (level seven or higher) and Jack Frost (level 11 or higher)
- Suzaku knows Frei naturally
- The Frei Skill Card can be acquired from itemizing Makami and as a reward for taking Caroline and Justine to the movies on 6/7
Notably, you won't need to worry about fusing for Ame-no-Uzume if you're collecting Personas at Madarame's Palace. You'll find Ame-no-Uzume here in great abundance. If you don't want to itemize for Frei for whatever reason, you can also fuse Suzaku and Berith, the former of which you can create through Hua Po and Berith (you'd need to re-summon Berith afterward) or Kushi Mitama and Agathion.
Rank Three: Flauros With Tarukaja
Necessary Persona
Created Through Fusion
How to Learn Required Spell
Flauros
- Orabos and Eligor and Berith
- Eligor learns Tarukaja at level 16
The above calculation truly is your best bet here. Eligor will be level 16 by default when created through a fusion of Cait Sith and Angel, and both of those are among 'the most basic of basics', as Morgana might put it.
Rank Four: Phoenix With Counter
Necessary Persona
Created Through Fusion
How to Learn Required Spell
Phoenix
- Jack-o'-Lantern with Hua Po to create Yaksini
- Yaksini with Kelpie or Makami to create Phoenix
- Yaksini knows Counter, so pass it along to Phoenix when creating it.
Rank Five: Setanta With Rakukaja
Necessary Persona
Created Through Fusion
How to Learn Required Spell
Setanta
- Start with Suzaku, which can be acquired through fusions of Berith and Hua Po.
- Summon the Phoenix in your registry (or fuse for it again if that saves you some yen)
- Fuse your Suzaku with the resummoned Phoenix
- Pass on Berith's Rakukaja to Suzaku, and then from Suzaku to Setanta.
We should point out that, from around Rank Five onward, the precise Personas used in fusion become all the more imperative. While you can acquire Suzaku through many other combinations, it's Berith's Rakukaja that matters here, so don't stray from the course.
Rank Six: Neko Shogun With Dekaja
Necessary Persona
Created Through Fusion
How to Learn Required Spell
Neko Shogun
- Anzu (level 28 or higher), Sudama (level 17 or higher), and Kodama (level 11 or higher)
- Anzu learns Dekaja at level 28, which is why we wait to create this fusion until three levels past the earliest it can be created.
For Sudama, you can fuse Sandman with Mokoi or Mandrake. For Anzu, note that it starts at level 25, but needs to be level 28 for Dekaja. As such, you will need to grind for those three levels. Rather than fusing for Anzu, consider catching one in the Pyramid Palace, which is right around when you'll be able to complete this objective, anyway.
Rank Seven: Lachesis With Tetraja
Necessary Persona
Created Through Fusion
How to Learn Required Spell
Lachesis
- Sandman (level 23 or higher) and Principality (level 29 or higher) to create Thoth
- Thoth (level 36 or higher) and Anzu (level 25 or higher)
- Principality will know Tetraja, so pass it down.
It's common practice to suggest fusing Clotho with Stone of Scone, which will work out great. This requires you to have captured the Treasure Demon, Stone of Scorn, at the Pyramid. Stone of Scone amps up the resulting Lachesis all the way to 35, and so long as your Clotho's level has been elevated by one (from 27 when summoned up to 28) you're gold. If you've not done so, you're kind of out of luck, so we wanted to provide something more solid.
Rank Eight: Hecatoncheires With Masukunda
Necessary Persona
Created Through Fusion
How to Learn Required Spell
Hecatoncheires
- Lilim (level 34 or higher) with Anzu (level 25 or higher)
- Lilim learns Masukunda at level 34
Rank Nine: Bugs With Samarecarm
Necessary Persona
Created Through Fusion
How to Learn Required Spell
Bugs
- Fuu-ki (level 23 or higher and Principality (level 29 or higher) or Principality (level 29 or higher) and Neko Shogun (level 30 or higher) to create Hariti
- Hariti (level 41 or higher), Pixie (level two or higher), and Pisaca (level 28 or higher).
- Hariti learns Samarecarm at level 41
Rank Ten: Seth With High Counter
Necessary Persona
Created Through Fusion
How to Learn Required Spell
Neko Shogun
- Fortuna (level 46 or higher) and Grimehkala (level 43 or higher) to create Horus
- Horus and Anubis (level 34 or higher) and Isis (level 26 or higher) and Thoth (level 36 or higher)
- The High Counter Skill Card can be acquired from completing Mementos Request "The Killer Who Takes Out the Trash", available from October 14 onward (and it can be used on Seth at the end of this extensive chain).
One final note: don't forget to register the assignment's Persona with the requested skill in your compendium so you can breeze through this Confidant in Persona 5 Royal's New Game+ mode!
