He’s a foreign exchange student from France who’s wild about anything to do with Japanese culture, but when you first meet, he’s struggling to make friends.

How To Unlock The Temperance Social Link
As soon as you've unlocked and begun to progress the Hierophant social link with the Elderly Couple, Bunkichi and Mitsuko at Bookworms at Iwatodai Strip Mall, you'll need to reach Rank Three with them and watch the scene for that ranking.
In it, you meet Bebe at Bookworms and are formally introduced to the French foreign exchange student also attending Gekkoukan High who's rather excited to meet another transfer student. Your dialogue in this scene doesn't quite matter, but seeing Bebe at Bookworms is a prerequisite to unlocking his Temperance social link.
But it's not the only one - Bebe is in the Fashion Club, which is located in the 1F Club Hallway at Gekkoukan, which stands out with its sign on the door in another language. Before you can understand what it says, you need to reach Rank Two Academics.
Once you have, check the sign again for information on when the Fashion Club meets, and then visit the Fashion Club room when the club meets to reacquaint yourself with Bebe.
The Temperance social link officially begins the first time you attend a Fashion Club meeting, meaning the date Bebe's social link can begin is subjective based on your progression.
