Effectively, the system has been changed in such a way that the probability of triggering some of the game's most useful automatic effects and attacks is now much, much lower, making builds that rely on them fundamentally useless.

The crux of the issue for some players is not so much that their builds have been broken, but it's the gold it costs to respec in the game. The cost to respec doesn't change depending on how many skills you've unlocked, so resetting a whole skill tree is extortionately expensive, making high-level characters unattainably difficult to recover.
