You can easily get the dream-related mob drops from the Dreamjolt Troupe mobs scattered all across Penacony's Dreamscape. You can also get them by farming various Golden Calyxes in Penacony or by going on Assignments. On the other hand, the Stagnant Shadow drop can only be acquired by fighting the Shape of Doom shadow in Stargazer Navalia.
These materials will temporarily be available when Acheron is on the banner even if you haven't unlocked the required areas.
