Many of the side quests in Final Fantasy 7 Rebirth are unlocked towards the end of the game, offering you a final opportunity to enjoy the game's content and quests before reaching the end of it. While you can still replay these quests using the chapter select feature after completing the game, it's advisable to complete them all before confronting the final boss to level up your characters and obtain new materia and equipment.

One such quest that becomes available in the Junon region is Begin Beneath Still Waters. In this quest, you'll be reunited with the Seventh Infantry, who require assistance from their captain, Cloud of course, to capture and defeat a powerful fleeing enemy.

How To Begin Beneath Still Waters

The Beneath Still Waters quest becomes available in the Junon region only after completing Tides of War and Worry in chapter 12.

During this quest, you'll reunite with the Seventh Infantry, who need your assistance in defeating a formidable fiend. You'll need to follow them to the location of the monster to tackle this challenge.

How To Beat Hell Rider 2

Hell Rider 2 is vulnerable to Ice attacks, so exploiting this weakness can put pressure on it during the fight. Yuffie is a valuable party member for this mission because of her Ice Ninjutsu. Additionally, you can equip the Ice materia for another party member is also a good strategy.

Tifa can be a solid choice for the third member of your team.

To start the fight, switch to Yuffie and build up one ATB gauge. Then, use her Ice Ninjutsu from a safe distance and continue spamming her magic attacks until Hell Rider 2 becomes pressured. Once it's pressured, switch to Cloud and use Focused Thrust to build up a massive stagger gauge.

Another approach is to build up Tifa's Chi level to three, ensuring it's ready to use when the monster is staggered.

During the stagger phase, make sure to use Tifa's triangle ability to increase the stagger multiplier for additional damage. As you near defeating Hell Rider 2, it will try to escape but leave behind a piece of itself, which you'll need to use in order to track it down.

There's no better method for tracking than using your Chocobo. Call it forth and press the up button on the d-pad to reveal a scent trail. Follow the yellow trail, which will guide you straight to the location of Hell Rider 2.

Shortly after, you'll encounter it, but be prepared; the enemy will attempt to heal itself and flee. During the encounter, you'll have to face two other monsters: a Stormwing and a Fonadu.

Focus on defeating the Stormwing first, as it should be easier to handle compared to the other enemy.

How To Beat Fonadu

The Fonadu's weakness is Wind, making Yuffie, yet again, the ideal choice for this task with her Wind Ninjutsu. However, if you want to pressure the enemy effectively, you'll need to dodge its aggressive attacks after dealing significant damage.

If you've fully upgraded a Wind materia, consider equipping it on another character and using Aerora as an alternative.

Focusing on consistently building up the stagger meter with Yuffie's Wind Ninjutsu is a wise strategy. Meanwhile, aim to increase Tifa's Chi Level to three so she's prepared for when the enemy is staggered.

Once staggered, Tifa's abilities excel at enhancing the stagger multiplier, allowing your other party members to unleash devastating attacks for heavy damage.

Complete The Quest

Once you've vanquished these enemies, use your Chocobo to track the scent once again and follow it to guide you to the location of Hell Rider 2. The battle strategy remains unchanged from the first encounter, so employ the same tactics to defeat it.

However, this time, the enemy will use Gravity Well. If you've leveled up the Subversion Materia, you can use Dispel to remove this effect.

Once you've defeated Hell Rider 2 for good, the quest will be complete, and you'll be rewarded with the Telluric Scriptures Vol. VI, as well as EXP and Party EXP as a token of your efforts.
