10 Lucy MacLean - Ella Purnell
Fallout follows multiple character storylines that all converge down the line, but at the center of it all is Lucy MacLean. She's a Vault Dweller and the daughter of an Overseer who grew up in Vault 33 in Santa Monica, California. After her wedding night ends in bloodshed and her father gets kidnapped, Lucy decides to leave the Vault to find him, encountering wastelanders beyond her wildest imaginations.
Growing up sheltered in a Vault and having no idea what awaits in the outside world, Lucy is humbly naive, curious, and sweet, yet also very brave. She's played by Ella Purnell, and you may otherwise know her as teenage Jackie in Yellowjackets, the voice of Jinx in Netflix's Arcane, Emma in Miss Peregrine's Home for Peculiar Children, and Kate Ward in Army of the Dead.
9 Hank MacLean - Kyle MacLachlan
Cue the Twin Peaks theme (or the Dune 1984 soundtrack) and pour the coffee because Agent Dale Cooper and Paul Atreides actor Kyle MacLachlan is in the Fallout TV series! He stars as Vault 33's Overseer and the father of Lucy MacLean, Hank, who comes off as the most jovial and warm soul in all the wasteland.

If you're a fan of Hannah Montana, you'll immediately recognize Norm MacLean as Rico actor Moisés Arias. Despite being mostly famous for the Disney Channel series, you might've also seen Moisés Arias in movies like The Kings of Summer, Samaritan, The Stanford Prison Experiment, and Five Feet Apart.
7 The Ghoul And Cooper Howard - Walton Goggins
CloseWalton Goggins is double trouble in the Fallout TV series. The show begins with his backstory, which portrays him as an entertainer at children's birthday parties who comes from a Hollywood background starring in Westerns. He's a father, husband, and also a spokesperson for Vault-Tec, where his wife Barb is an executive. Following the war, he's since transformed into a Ghoul and out to catch the bounty on a certain researcher's head.
This is an actor well-known for playing more villainous and comedic roles, such as in shows like The Shield, Justified, Vice Principals, and The Unicorn. It's also not the first video game adaptation Goggins has starred in. In the 2018 Tomb Raider film, he played the main antagonist Mathias Vogel.
6 Maximus - Aaron Moten

5 Lee Moldaver - Sarita Choudhury
Lee Moldaver is someone who has a past with the MacLeans, seemingly acquainted with their mother Rose. She's the one who hatches the plan to kidnap Kyle MacLachlan's Hank MacLean, and she does it by having her party disguise as Vault 32 inhabitants as though they're marrying off one of their own to Lucy.
Lee Moldaver is an infamous name throughout the wasteland, probably even more so after she managed to slaughter many of Vault 33's members and successfully kidnap its Overseer. Playing this more ruthless character is actor Sarita Choudhury. Other famous movie and TV roles of hers include Hulu's Ramy, And Just Like That..., The Green Knight, Homeland, and A Hologram for the King.
4 Dr. Siggi Wilzig - Michael Emerson
The scientific researcher and Enclave-escapee who sets off a chain of events that get Lucy, Maximus, and The Ghoul to cross paths with each other is played by Michael Emerson. His character Dr. Siggi Wilzig was running experiments on a dog he befriended with the name CX404 before he was forced to flee the facility after they were discovered.
Emerson is no stranger to giving iconic performances on TV, including Harold Finch in Person of Interest, another show developed by Fallout's Jonathan Nolan, and characters Ben Linus in Lost and Leland Townsend in Evil. He also voiced Joker in the Batman: The Dark Knight Returns animated features.
3 Chet - Dave Register
There's one more person to mention in the MacLean family, and that would be Norm and Lucy's cousin Chet. He is Vault 33's Gate-Keeper, meaning he has the ability to grant access to certain areas, like when Lucy decides to leave for the wasteland. He's good friends with Norm and weirdly has a thing for Lucy, who also seemed to reciprocate that they were into each other at one point despite being cousins.

2 Stephanie Harper - Annabel O'Hagan
Stephanie Harper is Lucy's best friend in Vault 33, and much like Lucy, she has a husband, though she gets a bit jealous of the one Lucy got. However, he turns out to be a murderer along with the rest of Lee Moldaver's Raider crew. As a result, Stephanie lost her eye in the raid defending the Vault, but luckily, she still survived.
The actress behind this Vault Dweller is Annabel O'Hagan. Like her co-star, Dave Register, O'Hagan hasn't been in many movies or TV shows before Fallout. She guest-starred in an episode of Law & Oder: SVU and Dear Edward, along with a minor role in the Denzel Washington-directed movie A Journal for Jordan.
1 The Governing Council - Zach Cherry, Leslie Uggams, And Rodrigo Luzzi
Vault 33's Governing Council is made up of characters Woody Thomas, Betty Pearson, and Reg McPhee. After what you can call this show's 'Red Wedding,' the council survives and returns to its duties, somewhat reluctant to get 33's Overseer back.
Zach Cherry plays Woody Thomas, and you may know him from Apple TV+'s Severance and the voice of Wolf in the animated comedy series Duncanville. Betty is played by Leslie Uggams, who starred in Roots, Fox's Empire, and plays Blind Al in the Deadpool films. Rodrigo Luzzi, or Reg on Fallout's Governing Council, was in Prime Video's Dead Ringers and the 2019 film Buck Run.
