Cell (1st Form) In Versus And Online Matches
When playing as a transforming Cell, you want to monitor your health bars closely. This is due to the many ways you can recover health as Cell, thanks to his move set, and after transforming, making 1st form Cell a character you’d want to pick even outside of DP battles.
His grab alone grants him one Ki bar and heals him for a quarter of a health bar, making repeat grabs a great way to sustain yourself. The Ultimate move, Drain Life Cell, heals for over a bar of health, easily sustaining the character in drawn-out battles.
Attacks that drain life don’t work on Androids.
Even transforming heals Cell for half a bar, hence why you want to start with this form and slowly transform into the others. As far as the rest of the kit goes, the only move worthy of note is Solar Flare, which can easily lead to a grab (if they are blocking) or an easy way to hit the Ultimate (if they are spamming buttons).

Cell (2nd Form) In Versus And Online Matches
The healing strategy works just the same as the 2nd form Cell, with the options of grabbing or transforming still healing the same (although transforming also gives you a full Ki bar). Drain Life Cell is now a regular rush move, healing less but easier to land.
Most abilities of this Cell do less damage than you’d expect, but you can still put your opponents in compromised positions with Solar Flare and combo them away. As for the Ultimate, only use it if you know you’ll seal the match that way; it is unblockable, but it will leave you one hit away from death.

Cell (Perfect Form) In Versus And Online Matches
You can no longer heal as this Cell, so you’ll instead use him as a more conventional character. For that, it is good that instead of Solar Flare, you have Explosive Wave, a way to push your opponent away if they have you locked into a combo.
Barrage Death Beam is an amazing tool for harassing your opponent since you can deal significant damage with only two Ki bars, and they're a lot of Death Beams with excellent tracking, ideal for using up your opponent’s Afterimage charges, for example.

Perfect Cell In Versus And Online Matches
In Budokai Tenkaichi 3, Cell (Perfect Form) could transform into this Cell (since it is the same Cell, but his Saiyan side turned into Super Saiyan 2), but that is no longer the case in Sparking Zero. As such, we need to see him as his unique character.
His base stats are better than the other ‘perfect’ Cell, although his moveset hasn't changed too dramatically. Instead of Explosive Wave, this Cell has Instant Transmission, a great way to catch opponents off-guard after sending them flying away.

Cell Jr In Versus And Online Matches
Cell Jr’s main role in the game comes into play in DP Battle mode, where you have 15 points to create your ideal team. Costing only three DP, Cell Jr is an ideal filler choice, able to fly unlike most cheap options and also having half a health bar more than them.
You can also choose Cell Jr multiple times, in case you are confident in your skill with the character. He does have two excellent skills in the form of Solar Flare and Explosive Wave, but pay attention to how you cast Explosive Wave as Cell Jr: you press left on the D-Pad instead of up, which can confuse veteran players used to characters like Vegeta or Gohan.
