The way Cookie Run: Kingdom works, Cookies have different roles to play in battle, and it's up to you to optimize your team of Cookies for every situation. Bomber Cookies' specialty is inflicting massive damage to groups of enemies who are huddled close together.

Bomber Cookies are usually in the Middle or Rear position in their teams, allowing them to be somewhat protected by the Cookies at the front as they inflict their damage. However, they can be incredibly squishy, so if the Front position is compromised or the enemy specializes in attacking Middle or Rear positions, they may die quickly.
7 Gumball Cookie
Gumball Cookie's design pops, but his offense doesn't really. His Skill shoots at enemies three times, causing three instances of area damage. It also decreases their ATK SPD by 20 percent for six seconds. As a Rare Cookie, the damage he does isn't as powerful as Epic Cookies, even those that aren't Bombers.
The ATK SPD debuff can be useful in certain cases, but you probably won't net a win with just that if you've been struggling. Also, trying to use him for that debuff in Kingdom Arena will likely get him obliterated almost immediately at higher tiers.
6 Alchemist Cookie
Alchemist Cookie is sort of like a Rare version of Poison Mushroom cookie. Poisoning is what she does best. There are three stages to her Skill, and the higher the stage, the more damage she does to a wider area. This damage consists of Poison, though, which means smaller bits of damage over time rather than a big one-off explosive.
Overall, there's no real reason to use Alchemist Cookie if you have better options, unless you just really like her. If Poison Mushroom Cookie already isn't that great, and she's a weaker version of them, you might as well just use Poison Mushroom if you have them.
5 Cherry Cookie
Being a Bomber definitely suits Cherry Cookie, considering how much she loves bombs. She's typically the most useful of the Rare Bombers, since her Skill stuns enemies for two seconds on top of dealing area damage to them. Her damage isn't out of this world, but if you don't have any Epic Bombers yet, she's a decent option.

However, her cooldown is very long for what she does, at 16 seconds. You can equip Cooldown Toppings to decrease it, but you'd be trading that for a significant increase in her ATK, so you'd be losing out on something either way.
4 Poison Mushroom Cookie
Despite being an Epic, Poison Mushroom Cookie sadly suffers from a general lack of power. Living up to their name, their Skill's main gimmick is inflicting Poison on enemies. Those who're affected by Poison will have any Healing they get reduced by 15 percent.
The biggest benefit is that the Skill's Poison does more damage to bosses than regular enemies, which could potentially help you if damaging them normally isn't cutting it. You can also use Poison Mushroom to make Healer Cookies' healing weaker in Kingdom Arena, but beware: there are Cookies who can completely remove the Poison debuff. Other than that, there's nothing particularly noteworthy about this Cookie's abilities.
3 Sea Fairy Cookie
Being a Legendary Cookie, Sea Fairy Cookie isn't easy to get. She's the first Legendary Cookie to be released, and she was excellent for a while. Sadly, her usage has gone down since then, as there are other Cookies who can do what she does relatively better.
Her Skill summons pillars of water that do massive damage against the five closest enemies, stunning them for three seconds. Her ability to Stun is pretty useful to give other Cookies a chance to heal or do uninterrupted damage. However, she's a glass canon type who's prone to dying early, and her Skill's cooldown is quite long at 17 seconds.
2 Affogato Cookie
Affogato Cookie may be a Bomber, but he excels at inflicting debuffs and ailments on the enemy. His Skill targets the enemy with the highest ATK and curses them to not be able to receive any removable buffs. Any debuffs on the enemy are also amplified, and they'll be inflicted with Poison.

The Poison hurts the target and the surrounding enemies, and while it can be removed, doing so will cause quite a bit of damage to them. This makes Affogato great for the Kingdom Arena against Cookies who use buffs as a main part of their Skill.
1 Captain Caviar Cookie
This Epic Cookie is one to watch out for. He's the only Cookie who can't be affected by Black Pearl Cookie's special debuff, which is usually pretty deadly. Not only does his Skill do big area damage, but it also decreases the enemies' DEF, making them even more prone to getting hit hard.
On top of that, Captain Caviar's Skill gives him and his teammates debuff resistance. This is useful in any scenario, but especially in Kingdom Arena, as many team strategies involve debuffing opponents to quickly whittle them down. Because of this, Captain Caviar Cookie is an awesome choice if you need a Bomber Cookie for any situation.
