7 Sea Fairy Cookie

Being Cookie Run Kingdom's first Legendary Cookie, Sea Fairy was the strongest character many had access to at launch. With her strong AOE damage and disarming stuns, she was a character that was almost necessary to make a good arena team.

Unfortunately, as more Cookies have come out, Sea Fairy has lost all her allure and now remains significantly worse than all the other Legendries. Her Crystal Jam did give her additional usage for a period of time, but even that was overshadowed by many of the other Legendary Cookies released later on.

6 Moonlight Cookie

Moonlight Cookie is in a similar boat to Sea Fairy Cookie, being a unit released when the competitive atmosphere was very different in Earthbread. She had strong immunity to Sleep, inflicted Sleep on enemies, and just had a number of things that made her strong on release.

As time went on, her relatively lower damage crept up on her, and with newer Cookies of all rarities having much better debuffs and more synergy with stronger characters, Moonlight Cookie now slumbers alongside Sea Fairy Cookie in a land long lost from the meta eyes.

5 Frost Queen Cookie

The difference between the weakest three Legendary Cookies and the rest is quite stark, and while Frost Queen Cookie does count in said three Cookies, she's better than the other two in almost every situation. This isn't because she deals damage or synergizes better with other Cookies, but rather just because Freeze is a strong affliction.

Frost Queen Cookie, despite still not being a great unit, finds good use in Permafreeze teams with the goal of repeatedly stunning your enemies. Her skill helps his a lot, being one of the best freezing Skills in the entirety of Cookie Run Kingdom. Even with this, though, the Permafreeze archetype isn't all that great, which makes it quite hard to give Frost Queen a throne any higher than this.

4 Black Pearl Cookie

While Sea Fairy Cookie is a fairy of the seas, there exists something far crueler and sinister among the deeper depths of the ocean. Upon entering the Duskgloom Sea, you're now in Black Pearl Cookie's territory, and there's not much keeping her from dragging you all the way to the ocean's floor.

As a unit, Black Pearl Cookie is an Ambush Cookie that both deals tons of damage and applies a plethora of unique debuffs on enemies. She used to be the strongest Legendary Cookie in Cookie Run Kingdom for a period of time but has lost her reign as more characters come out.

3 Stormbringer Cookie

Cookie Run: Kingdom's Legendary Cookies usually take a safer role in their teams, opting to stay back as they deal damage out of any harm, leaving the tanking to their Burning Spices and Financier Cookies.

If you want a Legendary Cookie who isn't afraid of getting in harm's way as she strikes the enemy team with blasts of lightning, Stormbringer Cookie is your best Legendary Cookie. She's someone who can soak up damage while having plenty of damage of her own, providing buffs and debuffing the enemy along the way.

2 Wind Archer Cookie

Dominating the meta ever since his release, Wind Archer Cookie has just about everything going for him. He's a Ranged Cookie, which means he has strong DPS, higher power than other Cookies, and isn't tied to his skill to deal damage. When he does use his Skill, Wind Archer Cookie dispells all debuffs from himself and gains a special state.

This special state is what makes Wind Archer Cookie so fearsome to go against. He gets complete immunity to almost all debuffs, makes his normal attacks target AOE, gains bonus damage based on enemy max HP on said bonus attacks, gains ATK Speed, increases allied defenses, and even stuns all enemies hit with his Skill.

1 Fire Spirit Cookie

Fire-type Cookies have always been some of the strongest in competitive Cookie Run Kingdom, be it in arena or PvE boss content. Capsaicin Cookie was already good, but the addition of another Beast, the Burning Spice Cookie, made the archetype leagues better than before.

Fire Spirit Cookie is another worthwhile addition to Fire-type teams, synergizing with all the things that such teams are good at. He has lots of Burn debuffs on his kit, and then his damage increases more than thrice if he gets paired with multiple fire-type cookies. Add to that a self-revival and summons, and you've got the best Legendary Cookie in Cookie Run Kingdom.
