Perhaps the best vendor in all of Act 2, Talli stocks Elixirs of Cloud Giant Strength semi-randomly starting at level nine, alongside a bevy of terrific equipment including the eminently useful Cloak of Protection, among others.
Hoarding Merregon
Gauntlet of Shar
A Merregon vendor that flanks the Orthon Yurgir in the famed Sharran test of faith, this vendor stocks the elixirs, but he can be easily missed if combat is immediately chosen with the Orthon upon venturing into his lair.
Roah Moonglow

The shifty halfling trader who simply goes where the money goes makes her second appearance at Moonrise Towers in Act 2 after hanging out at the Goblin Camp in Act 1. This time around, her stock is better – as evidenced by sometimes having Cloud Giant Strength Elixirs.

Mattis
Requisitioned Barn in Rivington
The lovably mischievous Tiefling child who tried to pickpocket in Act 1 and swindle with faux-enchanted items in Act 1 and 2 returns with his stock of “useful” items, but this time with a twist: He will sometimes stock Elixirs of Cloud Giant Strength.
Note that all these vendors will restock after the player levels up or Long Rests, so going on a stroll through the main regions of Baldur’s Gate might be worthwhile for players desperately seeking these little libations.
Popper
Circus of Last Days in Rivington
This delightfully dapper kobold will stock Cloud Giant Strength Elixirs as well as plenty of other “treatos” for the discerning shopper. Also, if trying to complete the area-related Find Dribbles the Clown quest, the clown’s severed hand can be found on a plate behind Popper. Tasty!
Traveler Griska
Fraygo’s Flophouse in Wyrm’s Crossing
A weary traveler staying at one of the less expensive lodgings in Baldur’s Gate has a chance to restock Cloud Giant Strength Elixirs every Long Rest.
Entharl Danthelon
Danthelon’s Dancing Axe in Wyrm’s Crossing
The proprietor of Danthelon’s Dancing Axe is part of companion Jaheira’s questline and seems to be a good sort, though he bristles if you don’t want to browse his extensive selection right away.
Stylin’ Horst
The Velveteen Elixir in Wyrm’s Crossing
Situated right above Danthelon’s Dancing Axe, this well-appointed apothecary stocks plenty of potions, elixirs, and alchemical ingredients.
Derryth Bonecloak & Baelen Bonecloak*
Bonecloak's Apothecary in Lower City
With a store very close to the Lower City Central Wall waypoint, these two characters return in Act 3.
Depending on choices made in Act 2 regarding the incredibly rare mushroom Noblestalk, they may or may not stock Elixirs of Cloud Giant Strength. If they do, though, Derryth will be the only one of these vendors that ever stocks two Elixirs at a time.
Helsik
Devil’s Fee in Lower City
A silver-tongued salesperson who also happens to know the method of opening a Hell Gate, this Gold Dwarf has a chance to restock Elixirs of Cloud Giant Strength every Long Rest.
Oliver Tefoco
Beehive General Goods in Lower City
Another store in the “main” area of Act 3.
Araj Oblodra
Crimson Draughts in Lower City
A sultry Drow that you may remember from Moonrise Towers in Act 2, Araj has a chance to restock Elixirs of Cloud Giant Strength while also offering players the chance to “give blood” every time they see her – which will deal 2 damage and give players Sanguine Explosives every time.
Opulent Chest
Northwest section of the Iron Throne
While players should prioritize saving Duke Ravengard, the Gondians, Omeluum and themselves while venturing into this dangerous dungeon, intrepid players may want to swing by this chest, which will provide an Elixir of Cloud Giant Strength as well as the High Security Vault Key No. 6. The only non-vendor in Act 3 that provides one of these precious elixirs.
