Some of the most iconic NPCs in the game follow you around like lost puppies or offer sarcastic guidance.

8 Bolwing

Shivering Isles is the realm of the Prince of Madness, Sheogorath, so it's not surprising that the residents are also unique. Bolwing is one such NPC who is so iconic that you don’t even need to understand him. His ability to speak gibberish may be what makes the character so endearing.

When you first reach the Isles, the only way to understand Bolwing is if you’re carrying Big Head's magical fork. The fork makes the usual gibberish actually make sense, and you understand what the Bosmer is saying. You can understand the character’s words without a magical item once you become Sheogorath.

7 M'aiq The Liar

M'aiq Knows Much, Tells Some

M'aiq the Liar is a Khajiit who is a recurring NPC in the Elder Scrolls games and is infamous for only speaking lies. The character is hilarious and sometimes drops easter eggs, whether from past games or the future. For instance, he talks about seeing dragons, which is a foreshadowing of Skyrim.

He is also not fixed on being at a certain location and continues to travel, so it is hard to track him down. The Khajiit is a fast character barely anyone can keep up with. However, faster than his legs are the lies that he tells comedically.

6 Haskill

More Brains Than A Brain Pie

Haskill is the chamberlain of Sheogorath in the Shivering Isles and offers guidance to you, albeit in a rude manner. Throughout the main quest, he is rude, sarcastic, and condescending towards you. However, Haskill is the only NPC in the Realm of Madness who appears to be sane and acts rationally with a cool head.

Haskill is the stark opposite of the Daedric Prince Sheogorath, who is a mix of chaos and volatility. He is a breath of fresh air in an otherwise mad world that is the Shivering Isles. The condescending lines he spouts off with a straight face make him one of the best NPCs in the game.

5 Mazoga The Orc

Sir Mazoga

Sir Mazoga is a more fleshed-out NPC in Oblivion Remastered who has a relatable backstory that motivates her actions. She claims to be a knight, and she took a knight’s oath of vengeance: her friend was killed by the very robber she reported to the guards. Mazoga wants to avenge her friend’s death and is looking for the location of the gang.

The Orc has some interesting dialogues, and she is a free knight who doesn’t owe fealty to any lord. You help her in her quest and dish out some fine justice to a gang of robbers. You and Sir Mazoga become Knights of the White Stallion at the end of the quest.

4 Amusei

Anywhere, Anytime

Amusei is a thief you will encounter if you join the Thieves Guild, as he is one of the contenders during the May the Best Thief Win quest. The character fails the initiation and can’t join the guild. And for good reason, since he barely tries to win. However, he makes multiple appearances in the game and even offers you help.

From meeting him in a jail cell to saving him from a vampire, the Argonian gets up to many shenanigans throughout the various quests. After you’ve saved his tail enough time, he eventually becomes a member of the Thieves Guild and even delivers messages from the guildmaster.

3 Glarthir

Everyone Is Out To Get Him

The Wood Elf, Glarthir, is part of the Paranoia quest, where he accuses multiple people of conspiring against him and wants you to assassinate them. The eccentric character has an unstable personality that matches the name of the quest. Residents of Skingrad have nothing good to say about him and claim he’s strange.

This makes sense when he randomly approaches you and asks you to meet him at midnight. There, he tells you the whole city is out to get him, and he wants your help. You can decide to help him or refuse. The latter will cause him to go to his house, grab his axe, and go on a rampage.

2 The Adoring Fan​​​​​

Your Number One Fan

The Adoring Fan is one of the more interesting NPCs in Oblivion Remastered who becomes your most loyal follower after you complete the Arena quest and become the Grand Champion. The young fan’s antics are over the top and, at times, annoying, but he is quite memorable, especially for his extremely positive personality.

You can have the Annoying Fan follow you around the game but, unfortunately, he lacks combat skills, so he will run away when attacked. This makes him a useless follower in the sense of being able to take advantage of his skills, but he does worship the ground you walk on, so there’s that.

1 Sheogorath

The Prince Of Madness

Sheogorath is the Daedric Prince of Madness, who you can interact with in the Shivering Isles DLC, and is the most iconic NPC in the game. Everything about the character is over the top, yet he has a massively calm demeanor. He is a volatile NPC who spouts random lines like, “Cheese for everyone.”

The Daedric Prince ends up turning into Jyggaglag, who is cursed with destroying his own realm. However, while following the main quest, you defeat Jyggaglag and end up taking over Sheogorath’s throne. While the memorable NPC is missed, you earn your own realm and become the Prince of Madness.
