Mortal Kombat 1 Fans Have Already Made Ermac Playable

A modder has already managed to make Ermac playable in Mortal Kombat 1, although his moveset is likely to be very different when he officially releases as part of Kombat Pack 1.
When NetherRealm Studios revealed that Quan-Chi and Ermac were going to be part of Mortal Kombat 1's first Kombat Pack alongside Takeda, Homelander, Peacemaker, and Omni-Man, many fans assumed that was confirmation that they wouldn't be showing up in the story. That turned out to be wrong, however, as both Ermac and Quan-Chi are actually key characters in the story who are arguably more important than some of the cast who ended up on the launch roster.

Not only do Ermac and Quan-Chi play a big role in Mortal Kombat 1's story, but you actually have to fight against them a couple of times, which has confused some players since they're set to be released as DLC in the future. Thankfully, rather than it looking like the two were cut from the game and chucked into the first Kombat Pack, a modder who has made Ermac playable has shown that their story mode movesets are just placeholders and that they'll likely be very different when they officially join the game.
This was showcased by Twitter user ermaccer, a modder who has previously given us a glimpse at a potential tag-team fighting mode that could eventually be added to the game. Earlier this week, ermaccer shared footage of them playing as Ermac in the game's story mode, and confirming that his moveset is just borrowed from several different characters, including Noob Saibot and Shang Tsung.
It's clear from watching the footage that almost all of Ermac's basic attacks are borrowed and that the only things that are unique to him are his special moves which, so far, only consist of his iconic slam and a basic projectile. Ermaccer also confirmed that this version of Ermac has no Fatal Blow, no Fatalities, and no victory animations, which makes it clear that he's just a skeleton right now and that his Kombat Pack release will be very different from what we see in the story mode.
Although modders haven't managed to make Quan-Chi's story mode variation playable yet, it's likely that it's the same case for him as his moveset also seems to consist of borrowed moves with a few unique special attacks. It's still not clear why the two weren't put on the base roster since they play a bigger role in the story than some other fighters who barely feature in the campaign, but at least we know they've not been cut out purposefully.
