Magic: The Gathering - 10 Budget Upgrades For The Rebellion Rising Commander Deck

Commander is more popular than ever in Magic: The Gathering, and Rebellion Rising pulls two powerful strategies together in one deck. Helmed by Neyali, Suns’ Vanguard, this Commander deck deploys tons of tokens and buffs them with some new and efficient equipment cards.

Once you’ve played a few games with your Rebellion Rising deck, you might be on the lookout for some upgrade ideas. Since this deck is so versatile, not every addition on this list may work, but often times they will still provide a good boost in power to your deck.
The upgrades to this deck are limited to keep the price of each card under or at $5 based on TCGPlayer’s Market Price in an effort to keep it as budget-friendly as possible. Some prices may vary over time due to fluctuations in price but should remain relatively inexpensive.
10 Welcoming Vampire
Drawing cards is key for any Commander deck and Welcoming Vampire helps keep your hand full of cards. Despite only triggering once a turn, Welcoming Vampire lets you draw a card when a creature with power 2 or less enters under your control.
With the deck's ability to consistently pump out tokens, you're all but guaranteed to draw a card every turn. This ability can also trigger during your opponent's turn, so if you have a way to create tokens at instant speed, you'll have a solid hand by the time it's your turn again.
9 Entreat The Angels
Assuming that you’re running Neyali, Suns' Vanguard as your commander, Entreat the Angels can put some serious power on the board. While the regular cost for Entreat the Angels is a bit pricy, the real power comes from its miracle cost.
When you would draw Entreat the Angels, you can instead cast it immediately for the cheaper cost. Later in the game, you can create an army of 4/4 Angels very easily, and with Neyali leading your commander deck, your Angels will all have doublestrike when they attack.
8 Legion Loyalty
This pricy enchantment will come down late in the game, getting to eight mana isn’t going to happen anytime soon. The payoff for getting Legion Loyalty is huge, capable of ending a game in a single attack.

Legion Loyalty gives creatures you control myriad, an ability that creates token copies of that creature for each opponent you have other than the defending player. Since Neyali gives your creature tokens double strike when they attack, you can present lethal damage on board just by attacking with a few creatures.
7 Magnetic Theft
Magnetic Theft is a weird little instant spell that does something extremely specific: it allows you to move around one equipment card at instant speed. While it might seem a little restrictive (it only moves one piece of equipment after all), it can lead to some goofy shenanigans in a game.
With Magnetic Theft, you can move around your opponent’s equipment from one creature to another — not necessarily your own creatures though. If your opponent is attacking a creature with an equipment that provides protection from a specific color, you can swap that to your own creature instead. Or if your opponent has an equipment that gives the creature hexproof and you want to remove the creature from the game, you can move the equipment off of it and then destroy that creature.
6 Inspiring Leader
Neyali, Suns' Vanguard doesn’t benefit from the background mechanic that Inspiring Leader synergizes with, but it is still a cheap and effective way to power up your creatures. For just three mana, Inspiring Leader gives all your creature tokens +2/+2 as long as you control your commander.
There are plenty of anthem effects in Commander, but few are as efficient as Inspiring Leader when combined with a cheap mana value. With Neyali out, your creature tokens gain double strike, effectively giving you a multiplier on how much of a boost you get from Inspiring Leader.
5 Rabble Rousing
Since you’re going to be attacking a lot with your creatures, why not reward yourself with even more and a free card? Rabble Rousing has hideaway 5, letting you tuck a card from the top five cards of your deck underneath it and then when you attack with one or more creatures, Rabble Rousing creates that many 1/1 Citizen creature tokens.

Once you hit ten creatures, which will likely happen quickly given the number of token creatures you can generate, you get to cast that spell you hid away for free.
4 Sram, Senior Edificer
If you choose to go all in on the equipment approach with your Rebellion Rising deck, or even if you just want to get some additional value out of the equipment already in the deck, Sram, Senior Edificer can provide some serious draw value.
Every time you cast an aura, equipment, or vehicle spell, you draw a card. In the Rebellion Rising deck, there are seven equipment cards in the precon deck. But with a little tweaking, and maybe the addition of a few good auras and vehicles, you can draw plenty of cards off of Sram.
3 Outlaws' Merriment
Having a constant stream of creature tokens entering the battlefield is a big component of the Rebellion Rising deck and Outlaws’ Merriment can keep the momentum going. At the start of your turn, you get to create one of three tokens, each one with different abilities and stats.
With Neyali as your commander, these tokens also get double strike, along with their other abilities. Since the card randomly chooses the token you create, the amount of power it produces can be a little unpredictable, but generally still gives you a lot of power to play with.
2 Kemba, Kha Regent
If you’re leaning into the equipment version of the Rebellion Rising deck then Kemba, Kha Regent is a great addition to your strategy. Kemba will reward both your equipment and your token synergies by creating 2/2 Cat tokens for each piece of equipment attached to it.
Combine Kemba with Neyali to create a steady stream of attacking creature tokens with double strike. This will keep the pressure on your opponents with a bunch of new tokens every turn. Pairing Kemba with just two or three pieces of equipment can quickly overwhelm the board.
1 Starlight Spectacular
A slightly complicated enchantment, Starlight Spectacular is one of the rare playable Unfinity cards whose mechanics fit perfectly in Commander. When you enter combat on your turn, you pick creatures one at a time until all creatures you control are picked. Each creature gets stronger for each creature picked before it.
With a lot of creature tokens, it can get somewhat complicated in keeping track of how strong your creatures are. The amount of power you can add to your board if you have a lot of creatures in play is well worth it.
