8 Humarise
Headed by: Flect Turn
The main antagonist of the World Heroes' Mission movie, Humarise is a cult led by Flect Turn. The cult's ideology centres around the Quirk Singularity Doomsday Theory and, with the fear of Quirks becoming too strong to control, make it their mission to annihilate Quirks for the good of all.
In the movie, it was shown that the cult had spread worldwide and had powerful connections with important people in Otheon, where the cult is headquartered. They had the power to frame Deku and cause a nationwide manhunt for him, even sending an assassin to kill him. Despite their vast resources and connections, Humarise's catastrophic scheme was stopped before it could impact the world.
7 Police Force
Headed by: Commissioner General Kenji Tsuragamae
In a world where Pro-Heroes deliver justice, you would think that the Police Force would become redundant. However, the show depicts why they're still so very needed, providing crucial support for the Heroes, such as assisting with raids on criminal organisations.
Although the Police Force is mostly shown arresting criminals after a Hero has stopped them, they are largely responsible for dealing with smaller crimes and non-Quirk-related incidents. They are also shown to have their hand in undercover operations and are one of the last bastions keeping things together during and after the Final War.
6 Jaku General Hospital
Headed by: Dr Garaki Kyudai
Jaku General Hospital seems like your average hospital, a place where you should bring in your sick to get healed. But in truth, the hospital is merely a front for horrific experiments all done by Dr Garaki Kyudai, the hospital's very own chairman.
Located in a hidden area accessed only through the morgue, the doctor had been experimenting on Nomus for his master, All For One. It was also where he kept Shigaraki Tomura, to prepare his body to be the perfect vessel for the Villain. It seems that a majority — if not all — of the hospital staff were ignorant of Garaki's seedier operations, and the hospital was wiped out of existence due to an awakened Shigaraki's Decay.
5 Meta Liberation Army
Headed By: Re-Destro
One of the most crucial organisations that contributed to the Final War, the Meta Liberation Army was a vast criminal organisation that verged on cult-like. It was originally founded by Destro, whose belief that Quirks should be used freely without interference became the group's principal ideology.

Posts 1After Destro's arrest and death, his descendant, Re-Destro revived the organisation. The organisation was powerful enough to take over the entirety of Deika City's citizens, as well as key influential public figures to secretly work on their behalf. Re-Destro wanted to destroy the League of Villains but was defeated by Shigaraki, who took over and renamed the Metal Liberation Army to the Paranormal Liberation Front.
4 Hero Public Safety Commission
Headed By: Madam President (Formerly); Hawks (Current)
The organisation responsible for overseeing Japan's Heroes, the Hero Public Safety Commission — or HSPC for short — was at the pinnacle of Hero society. In short, the HSPC kept the wheels of Hero society turning, from issuing Hero Licenses to investigating serious criminal organisations.
However, the HSPC had considerable skeletons in its closet, grooming vulnerable children to become prospective Heroes, while keeping them under their thumb to do the most unspeakable things. The HSPC was nearing its last legs when the Final War ended, with its previous President murdered. Hawks took over as the President of the HSPC and began to take steps to reform the organisation and Hero society.
3 World Heroes Association
While the HSPC is responsible for monitoring Japan's Heroes, the World Heroes Association does so for all the Heroes of the world. This organisation was only featured in the World Heroes' Mission movie, helping coordinate the worldwide operation to stop Humarise from essentially killing most of the human population.
The organisation is headed by the representatives of all nations, pooling together their resources to reduce global crime. Although they didn't make an appearance in any of the episodes of the show, the World Heroes Association demonstrably held a lot of weight and influence to be able to summon and send Heroes from all over the world.
2 League of Villains
Headed By: Shigaraki Tomura

With possibly the largest budget of any school, UA High has top-notch facilities to support students of all departments. Its Principal, Nezu, is renowned and influential enough to turn things his way when it involves other Hero agencies and the HSPC. UA High was instrumental during the Final War, turning into a safe haven for civilians and even turning its campus into a flying fortress to defeat Shigaraki/All For One.
